Can employers refuse to give a reference?

Do employers has to provide a reference for you? can they refuse to give you a reference?

Basically employers have to give you a reference if:

  • there was a written agreement to do so

  • they're in a regulated industry, like financial services

And when they do that:

They must be accurate
They can also be brief, just starting and leaving dates, job title and salary.
